The US-Mexico border is one of the most technically demanding heavy haul crossings in the world.
Two countries. Two permit systems. Two regulatory environments. A formal handover at the crossing point. All coordinated simultaneously.
On the US side, permits vary state by state. Escort requirements change at state lines. On the Mexican side, federal permits, customs pre-clearance and an approved handover process must all be in place before the convoy moves.
A convoy that arrives at the border without every permit confirmed cannot legally proceed.
The freight stops. The cargo can travel thousands of kilometres by sea without incident. And stop for days at the final crossing because one permit was submitted two days late.
That is a planning failure. Not a border problem.
