Chartering a vessel is not a decision you make when the scheduled options run out. The vessels capable of carrying specific project cargo are committed months in advance. Deck strength, crane capacity, beam. None of these are interchangeable. The pool that actually fits a given job is small, and it fills up early. Leaving the charter question open until procurement closes means choosing from what is left. The programmes that secure the right vessel ask the question at the start of planning. At Transcar, the charter assessment is part of the initial programme build. By the time cargo is ready to move, the question has already been answered.
